Flight 93 in Cambria County vs Somerset County?

I was listening to Cambria County South PD earlier and heard something that sounded odd.

Unit 746 which appears to be National Park Service according to the Cam County Wiki.

746 said traffic stop but "out at flight 93" which I assume is the memorial as NPS handles that.

Yet why would said unit be on Cambria when Flight 93 Memorial is in Somerset and oddly enough their radio was clear as day.

maybe that district was out of units. and another car from other district was in for mutual aid???

they might handle dispatch for that agency regardless of whether they are in another county. Similar to one dept in northern allegheny county is dispatch by beaver county.
