I am trying to program my pro-96 to be able to hear FPL in the West Palm Beach Area. I followed the instructions and programmed the frequencies for Riviera Beach but I am not hearing anything when scanning. Is there anyhting that I amight be missing?

The Pro96 doesn't trunk narrowband EDACS systems, only standard ones. According to the database here, FPL uses a EDACS Narrowband Networked system.

You could always program in the freqs as a conventional system, and lock out the control channel. It won't trunk track, but if things are slow, you might be able to follow a conversation somewhat.
