Is it fully encrypted or just Provoice?

A snip from one of the NY opensky threads.

Another source also has informed me that the State of Florida is looking to upgrade their SLERS statewide system, which is an Extended Addressing EDACS system with ESK and full-time encryption, to full P25 Phase II trunking standards.

It's not worse. There is no mention of going to P25 with encryption as of yet. Unencrypted P25 would be just fine.

Apparently, MANY Florida agenices have squawked loud, long, and often about the very difficult access to
the Florida system that the current ESK and encrypted SLERS system that they have to deal with. They
want more ready access for interoperability's sake, and SLERS is interoperable with nothing but itself
without having to jump through a lot of hoops.

Only time will tell what will happen but I'm not going to bet on whether or not the P25 upgrade to the
system will be encrypted. There's no way to tell yet.

But you may be assured that the SLERS system will EVENTUALLY be upgraded to P25. Of that there
is really no doubt.

That is what I thought.

SLERS is an 800MHz ProVoice EDACS-IP (extended addressing) ESK TRS with DES encryption. It's not just ESK, system TG's are actually encrypted with DES as well. So YES, it IS actually encrypted.

They run full time encryption, or just have the ability?

I only know about FHP for certain and that agency does in fact run full time DES on their TG's. Can you say PARANOID! All subscriber equipment is suppose to be DES, ESK and EDACS-IP compatible as well, so nothing on the system less than a RU 700P, and that also disqualifies P5100’s.

FDLE, ATF, and others might be encrypted. I have to see when the new firmware comes out for the 996 see what I can get.

Elroy I wonder why they don't believe you.
It;s 100% encrypted 100% of the time by ALL users. Can we make it any clearer.
996 or anything will NOT be able to listen to anything on this system. It was interesting to hear the FHP sent to traffic crashes and doing traffic stops. Nothing of any great interest anyway.

I believe they were trying to clarify a common misconception. Many hobbyist incorrectly characterize ESK as an encrypted control channel, which we know is not true. Many times they refer to the system as encrypted, when in reality it just employs ESK, and is not really encrypted, unlike SLERS, with DES.
