Your description sounds as if you are talking about a Uniden scanner. If so:
WFM = FM Broadcast
FM = NFM Land Mobile Radio Service, depends on the licnese
NFM = SNFM Land Mobile Radio Service, depends on the license
To know what is used, you have to look at the license and see what deviation is authorized for the frequency. It is related to step sizes but not dependent on step sizes.
