JASII, check the COM port number. Go to START>CONTROL PANEL>DEVICE MANAGER and there should be an entry listing the COM port(s). I think that if you RIGHT click on it and then LEFT click on PROPERTIES it will tell you what the COM port number is. Make sure your software is trying to use the same COM port.

Foolproof USB To Serial 9 Pin Male?

This is getting more puzzling:

-The USB To Serial Adapter Works With My FT-8800 FTB8800 Software

-The BCD396XT And 996XT Work Under Butel On A Different Computer With A Serial Cable

It definitely seems like it isn't the cable, but it must somehow be the software. It is COM PORT 4 with FTB8800, but the software seems to try to switch it back to COM PORT 3!
