well over here we have here and i,m surprised that most of the cops here catch them ,due to the tubs they have around the stomach from the donuts they eats heee .....

Does Richmond have a air unit? Or was it a different agency on mutual aid?

if i remember correctly, rich/hen/chest made an agreement and they share "air 1", a cessna. i think everyone has to go through henrico. but there has never been a problem with the city or chest asking to to use it.

Yes, that's correct about Air 1, the Cessna. It's a regional effort, but basically spearheaded by Henrico PD. It will go to Chesterfield and Richmond without question, but if not requested by one of those two agencies, you'll find it in Henrico (either on partrol or in the hangar).
