Also there is no FCC license in PA/MD that I could find for 866.8125 1.1 neighbor
Dauphin has sites 1.1 thru 1.9 and no NAC's reported.. All UHF 400-500 MHz range
I suspect that reported neighbor 1.1 is an error that will disappear when things settle down.. IDK
Looks like the RRDB data update for Franklin Co has the RFSS and Site numbers reversed. Should be RFSS 1 for Site 031 and Site 032. I am also of the opinion that the individual county systems should be combined into one regional system, noting that they share the same SYSID - 1E8 and WACN - BEE00. The current listing scheme can cause data downloading misbehavior in some software applications because they evaluate SYSID as unique values. It can cause band plans errors. I'd submit the correction, but I don't feel comfortable doing so because I don't monitor this system very often.
Can an admin please fix the error for the Adams county TGs? Adams is T and TE, not D and DE.

My guess is, based on the location of Shippensburg, that their radios, which once always locked onto one site, can now roam to several sites which are in good range. One reason why multi-site needs much tweaking over simulcast.
