I notice the Frankfort PD shows NXDN feed in the mode and doesn't denote encryption but in the description it shows ENC can anyone elaborate on that? Does that also define it as encrypted or am i missing another meaning for that?

I believe Franklin Co and Frankfort PD are using NXDN. Many folks take this to mean "encrypted" but in and of itself, NXDN is merely a form of digital signal. At best only the latest Whistler scanners are reported as NXDN capabile and no Uniden thus far are capable of decoding NXDN.

With that said, I'm sure that NXDN can also be encrypted - as in "scrambling" the 0's and 1's of a digital signal.

Whenever I pass through this area and am scanning the full database on my Uniden scanner, I hear noise that isn't pleasant to listen to.

I have been successful at receiving nxdn feeds in other county's I haven't been to Frankfort to attempt this one I was just curious, I also notice that Anderson county also has the ENC noted but it doesn't appear to list encryption in the mode like others are. Curious maybe someone else knows or
I will just have to make time to go and check myself.
