I think I may have answered my own question: Michigan's Public Safety Communications System (MPSCS) Trunking System, Statewide, Multi-State - Scanner Frequencies
As you may have noticed, based on the link, your statewide system is P25 Phase I digital. And, unfortunately, your BCT15X cannot process digital transmissions. There are a few conventional public safety channels listed, but the majority of activity is on the trunked systems.
You are still in a awesome area for milair coms, and that's a great scanner for it!Well, that figures. That makes two Bearcats in my junk box

Sanilac is still analog. Yes on tuning in selfridge and marine boating.
Since St. Clair is simulcast, multiple towers for digital your looking at getting a Uniden since whistler does lousy at best in those situations.
Here’s a forum post that bears out what I say about the Whistler brands. In the second post – (By me BTW) there is a video of someone in Saginaw that also has a 4 tower simulcast that had the latest, greatest and highest cost whistler and how it essentially does not work! His solution is a G4 fire pager, same one that is used for the city-county fire personnel that cost $700, but the video was made prior to the Uniden SDS line release.

Uniden model’s that are digital, prices lowest to highest:
996P2, 325P2, 436HP, Home Patrol2, 536HP, SDS 100, SDS 200.
