BCV996T. I was trying to download Dallas PD It looks' like they are changing to a trunked system. Is it possible it may not be completely changed over. Could that be why?
For the time being, you can load, & monitor, both Dallas PD, as well as Dallas Fire Rescue, on their conventional channels. Those would be under 'Dallas County' if doing an import from the main database via FreeSCAN.
However, Dallas PD, Dallas Fire, as well as all the other City of Dallas agencies, are preparing to move to a new trunked system, which is part of
NTIRN. See this thread down in the Texas forum:
I have seen plenty of mumblings that DFR will be transitioning to a trunked system for some time, but the transition does seem to be in the near future given a recent firmware update that was deployed. Does anyone have further information on the transition and/or timeline?

Over the last ten days or so, I've been hearing fire companies go out of service for 'radio training'. The new trunked system will be completely different from what they have been using. Starting this morning, I've heard random fire companies check out of service for radio swap, in other words, changing to equipment that can use the new system. All other city agencies, as well as Dallas County agencies, will be moving to the new system. I don't have access as for when the full changeover will be accomplished. They might, for awhile, use both the conventional channels, as well as trunked system talkgroups, patching them so that a transmission on the old channel is repeated on the trunked system, or vice versa.
Once the changeover is complete & in full operation, you will not be able to use your 996T. It can only deal with P25 Phase I transmissions. The new system is P25 Phase II, beyond the capability of the 996T. If you still have the 536HP you posted about a few years ago, it would handle the new system. You might be far enough out of the system's primary footprint so that simulcast does not hammer you.
Your 996T can, for now, handle the part of NTIRN that covers Grapevine, the Northeast Tarrant County layer, which is Phase 1.. Other users on NTIRN, such as Fort Worth, Tarrant County, as well as the smaller cities, are also still Phase I (indicated by the
D in the mode column). However, just about everyone else in range for you, such as Irving, Arlington, Grand Prairie, Denton County, and Coppell (on the
MetroCrest system) are P25 Phase II, so not scannable via the 996T. I suspect that, at some future date,
all of the cities & agencies using NTIRN, will migrate fully to Phase II.
