Reports have been [from other regions of the Country] Veterans Hospitals
as well as Bureau of Land Management.

What are you hearing for Traffic ??

As stated by Bill, that is a well used VA freq. Some locations use it for paging, others for voice traffic.

Ann Arbor, MI VA hospital uses this as the repeater output.

What leads you to think a Private Construction Company?

Might it be the VA Maint NET?

For some reason its not showing a PL tone..I hear them faintly talking about moving trucks..There is that poss. it could be the VA being i am 40 miles from the VA in Shreveport,La. and I can barely hear them at times..In my mobile..I guess I should put it in my base..

Depending on your Scanner, try DPL [some have to be told PL vs DPL]
