Frequence Problem medina county

Iam trying to pick up wadsworth police threw my pro164 scanner which i programmed the frequences threw radio reff but i cant hear anything it will stop on the frequence but i hear nothing anyone know why.

Do you have the right DPL tone set? As of last night I was able to monitor them without any problem .
