Frequencies question

I'm Very new at this everyone but i have a question for anyone. I been wanting to get better reception in the 400 to 464 mhz area so i got my hands on a Mobile mounted antenna that is in that exact range. So for ****s and giggles i grabbed a coffee can turned upside down drilled a hole in the middle and mounted on the top so it has a base. Then hooked it up my BCT8 monitoring that range. Not only can i here the company i work for much better I'm picking up what seems to be some some kind of military activity. the frequency are 408.9500 406.9500 They seem to be talking about towers and keep saying from one tower to the other [ Keep your eyes open] They are not real clear but i can here them . One guy said in a rush that he has Two Men Down and HURRY HURRRY HURRY. Is there anyway i can find out who this was that I'm hearing with this new antenna? Im in NJ.

I can't search the database for the user of that frequency, but just looking on google maps at the sorounding area, there appears to be a Dept of Defence instalation to the south of Toms River... that would be one guess?!?! The other might possibly be a prison in the area...I've been in the Pine Barrens area and I remember a military instalation being there as well...

Just found it Im Hearing Fort Dix here in NJ guess its Training or something about 20 miles or so
