I am looking for the Granbury, TX City police and the Hood County, TX Sheriff Department frequencies

Look at the Hood County database page.

Granbury PD is using 453.700 for Dispatch in P25 (digital) mode, but fully encrypted.

Hood County has a Vhf-high frequency, 158.7675, also P25, NAC 7F3 used for dispatch, plus a 700MHz frequency, 769.75625, NAC 400. The 700MHz frequency is encrypted full time, and was the one used most last time I was in their area.

What scanner do you have?

I have a Uniden BCD325P2 scanner
As was mentioned above, you are pretty much SOL on hearing most law enforcement in your county. The good ole boys there don’t want their taxpayers monitoring them. Your scanner will monitor any open transmissions from those frequencies just fine, but if they are fully encrypted, they will just remain muted as no scanner will work.
