frequency id help 817.675 or...

while scanning I found 817.675 and 817.6625 spewing what sounded like either a control channel or digital something or another. No fcc info on radioreference, found fcc info on the fcc site. The closest site is....michigan????? Am I actually getting ducting from detroit all the way in milwaukee? Or is there a more likely scenario?

No, probably hearing an image of a local 800 system on a higher frequency.

It's the wrong part of the band for a control channel.
851-896 MHz outputs (base)
806-851 MHz inputs (mobile)
-45 MHz offset

Probably an image or intermod.

Almost certainly mobiles your 851-896 MHz outputs (base).

They are the mobile frequencies of a 800 MHz system. The base frequencies are 45 MHz higher. The base frequencies in the RR database would be 862.675 and 862.6625.
