Frequency Overpowering Other Frequency

Hi, I have a Baofeng UV-82 that I recently purchased. I have the local PD programmed in along with other frequencies of interest and use to me. I usually keep TDR on to monitor two channels. Whenever the police key up, it will overlap the other channel so that I cannot receive any transmission. Besides just turning TDR off, is there a way to set it so that the other channel takes precedence? I have had the PD channel on both A and B and it does the same on both. Any help would be appreciated.

There is no way to fix that.
Baofeng radios don't have any type of priority except for the VHF/UHF receiver having priority over the FM broadcast receiver.

Ok, thanks. I figured as much but there's always the possibility I just missed a setting when I programmed it. Is there any rhyme or reason why one frequency is chosen over another? The police one will interrupt my other channel in the middle of a transmission but the other channel will never interrupt the police in the same way.
