I heard what I thought was a mobile repeater on 465.5125 here in Joplin, Mo. I did not recognize it so I did a license search and got the attached showing no licenses in Mo on that freq. I then queried a source who pointed me to the license WPKM973, where the frequency clearly is listed. Why did the search not find it? The image below does not show but the license IS in Missouri,5125 RR NO.jpg5125 FCC YES.jpg

One possible answer is because it is not listed in the RR database, and when you do the FCC search through the database it is looking for frequencies in the database, but I'm really not sure. Maybe @blantonl will see this post and offer his answer.

Running a search in the FCC database advanced search does return the license for that frequency.

The license is contained in the RR FCC database. It shows up if you do a frequency search on the entire FCC database in RR - but not when searching in MO. In the search results, the State and County fields are blank.

The FCC lookup feature on RR is completely separate from the RRDB itself. The FCC data comes from a ULS import, which contains thousands of frequencies not listed in the RRDB.

The answer is that the frequencies in question are mobile, and thus are not assigned to any fixed coordinates or a county, but rather a radius around a point. The RRDB FCC lookup doesn't handle those types of listings well, unfortunately.
