For trunked systems the frequency tables show Red (c) are primary control channels and Blue (a) are alternate control channels. What are the frequencies in Black text used for?

Are these frequencies used to carry voice/data?

The black freqencies are used to carry voice traffic (and maybe data traffic for devices like MDTs, mobile display terminals). When alternate control channels are not being used as a control channel, they are used for voice traffic.
