Does this channel actually exist? Heard reference to it at a radio store, but no details.

152.900 .... Ummm, I don't know. From what I've seen, all the Fresno City Police cars appear to have antennas between Cellphone size, and about 18 inches.
18 inches would work perfectly on VHF. Police Call shows Fresno PD F-11 "Blue" South 160.695

Well, I take everything I've said so far back. I was looking at the Sheriff's Office info. I don't see a channel 11 listed for Fresno City Police.
If anything channel 11 might be CLEMARS.
The cellphone-18 inch antennas could be for the MDT's. The frequencies are 860.9625, 858.9625, 857.9625, 860.2125, 855.2125.

You're absolutely correct, that is an SO channel. But there's really no reason the City couldn't use it too is there?
Yes there is a reason. The city PD is UHF.

I put 860.9625, 858.9625, 857.9625, 860.2125, 855.2125 in the scanner & it sounded like what I assume is Trunking of some type.

I checked the FCC records and for Fresno, City Of there are 51 licenses. One of them is for Fresno, TX so it doesn't count. None of the other 50 licenses for the City of Fresno, CA authorize the use of 152.900 MHz.
Then I checked for the Fresno, County of and found 75 licenses. The county does have a licenses for 152.0075 for paging only. No license again for 152.900.
NOw this does not mean that they are not using 152.900, it just means they are not legally using the frequencies. In fact several years ago I was deposed on two criminal cases where the police had used an unlicensed frequency for bugs. Both cases were thrown out because of the unlawful act by the police, fruit of the poisonous tree.

Here are some answers to some of your posts which are way off. Ch. 11, is the simplex of Ch. 7. There is also a Ch. 12, which is the simplex of Ch. 9. Ch. 8 is CLEMARS Fresno P.D., which is on the City PL tone, and there is no Simplex of CLEMARS. Makes no sense, does it? That is because as communications goes, Fresno P.D. is in the dark ages and probably knows less about police communications than you folks on this forum.
An example of that: I was talking to the senior supervisor one day, and she told me Ch. 6, was CLEMARS. WOW! How can you work in a place 30 years plus and not know the basics. It is called no trainning at FPD.
FPD communications is in the 459 Mhz system. The in car radios are dual band, therefore also have the Sheriff's frequencies, among others, such as Fashion Fair Mall Security, Fresno State University, and so on. The six inch antenna on the trunk is for 450 Mhz. The 12 to 18 inch on the top is for the Sheriff, the black antenna on the roof is for MDS communications. On some cars there is an array of three antennas. Not allowed to say what that is for. Maybe somebody can guess. There is also a GPS antenna on the trunk.
That should answer most of your questions for the Fresno Police Dept.

The "forbidden three" if its in a triangle is "R.A.T. Bait" or Robbery Apprehension Team. Every bank has a little bug. If they're robbed, they slip the bug into a money packet, and notify the PD. The bug acts like a homing beacon. Every PD car has a receiver, and they can track the bad guy to his hideout..... Transmitter range is usually in the 215-222 Mhz range.

You got it Slo Scan. Actually there are towers throughout the city which pick up the bait when it is stolen from wherever. This is observed in dispatch. They then notify which area is "Hot" The cars gravitate to that area and set up in different places in the area until one or more of them paicks up a signal. Then they move in for the kill. Nearly all crooks know about this now, so it ain't a worken so good. Not to mention that the people who have these things aren't keeping the batteries up. So, pretty much the equipment is obsolete.
I don't know which frequency range they are. I noticed I said Fresno PD was in the 459. That was an error. It is 450 Mhz.

OK, thanks for info on the Fresno City PD's 11 and 12 -- presume they would have to use PLL to run Simplex on those freq's??

I have access to FPD radio equipment these are some channels that they use as far as ch9 and on I have no access to them. these channels are dead on, of note is that after 0300 to 1100 ch's 2 and 3 take there traffic to ch 1 and ch 5 takes its traffic to ch 4. ch 2, 3, 5, 6, 7 and 8 become unit to unit. Also all the patrol cars with the three little Antenna are low jack trackers. every new patrol car is equip as so.
