Hearing special units such as "Blackstone 42", "Blackstone 21", etc. What is their purpose?

Might be a patrol district? I can't say for sure if that is the case, but Blackstone Avenue is a major thoroughfare in Fresno. It pretty much divides most of the city. My parents used to live in the western part of Fresno.
