Friday night skip-please help identify

On Friday night, I was picking up faint signals on 154.0400. I was just north of Detroit, and this frequency used to be used by Berkley and Huntington Woods public safety until they moved to Opensky. Once in a while I used to hear a patch from Opensky on there so I left it programmed on my radio.
All I heard was a mobile unit asking for a repeat of an address on 35th street,and a few minutes later, there was mention of "University Hospital".
I used to get a few skips from Cleveland when more agencies were using old analog frequencies and those 2 locations seem to be consistent with Cleveland, but I did not see any agencies in Cuyahoga County on the database using this frequency.
I also got some activity on this frequency about a year or 2 ago and it was some kind of EMS dispatch channel.

Although I dought this was true skip, more likely ducting, I also heard some long distance VHF propagation. Didn't look at the various trackers of VHF propagation but with summer coming, can expect more ducting and longer range VHF propagation.
