I believe it is enabled in the pager config tab. Unfortunately, my PPS machine is unavailable for a few weeks for me to verify.

I found the setting - it's D8 > Pager Configuration Setting | Talk Group Hold and Remove Setting, with a checkbox to Enable. I probably would never use the feature, but I enabled it to see if I find it useful.
