I don't see why not.

As long as they are using straight inversion and you know what the invert frequency is.

if gan perth and smiths fall police are using vice inversion ,would I be able to program my kenwood tk-2170 that has built in voice inversion to decode it?

Try 3.25 to 3.5 khz (or 3250 - 3500 hz). You can always narrow it down, but in that range you can still understand the speech being inverted, just narrow the frequency to that exact invert point.

And yes SF, perth, and gan all use straight inversion.

Try this

Smithsfalls 142.305 invert freq 3.3 khz +/- 200 hz
Perth 142.125 invert freq 3.3 khz +/- 200 hz
Gan 142.695 invert freq 3.3 khz +/- 200 hz

Like Captain crash is doing. If you were able to get a MotoTRBO radio could you do the same with Brockville if in fact thats the way they have gone is MotoTRBO

Only if you knew what digital colour code, time slot and possibly security key the are using.

Short answer no unless you have a friend inside that can give you that information.
