I heard 2 parties on MARCS. 1st party sounded fine, the 2nd party was garbled. The 1st kept telling the 2nd to retransmit because it sounded garbled to them, too. Finally, the 1st told the 2nd to "reset your radio". I never caught what happened after that.

I am just wondering - is a "radio reset" really a true fix for what I heard, or is that the equivalent of a Windows "reboot and hope for the best"?

Usually it is referred to as rebooting, It seem's to be fairly common with the OSP units. At times Ive heard them go thru the Help desk to get the computer to reboot.

And yes, it was the OSP, I probably should have mentioned that. Wonder if this occurs with other agencies on MARCS?

Likely turning the radio off and back on again will allow it to reaffilite to a different, and maybe better tower site that provides a better signal. There is also usually a way to manually force the radio to hunt for a different tower site.
