Regarding the GATTRS system, If a user travels away from the usual area that he or she is assigned, say a police officer from the Austion area, and then travels to a faraway location, say Midland, where the GATTRS system has coverage, is he or she still able to communicate with the dispatcher from the Austin Area? Does the user still retain his/her normally assigned talk group?

Currently the users on the GATTRS Austin plan only have access to channels in the Austin area. They MAY be able to go out to Midland, hit the tower and key up on an Interop thats on everyones plan such as the Interop Regionals or Gulf Coasts. But there would be no communication with Austin dispatch.
Even though Midland is a part of the GATTRS system, since its so far out Midland channels arent even programmed into the radios.
Austin radios typically start fizzling out the further away from the city that you get. I have heard Austin units as far out as Salado on a pursuit and start to lose dispatch on their portables. Their mobiles give the a little more coverage but not by much.

Similar question....do Austin PD talkgroups ever use the Wilco simulcast towers?

Jeff - yes and no.

Some of the talkgroups are apparently authorized to use other towers and others are not. Sounds like RLopez probably has some good info on how the plans are mapped out based on his previous post.

I will hear many of the TGIDs assigned to LE surveillance or other similar tasks on Wilco towers.

I know that Regional talkgroups will work across towers.

From most that I have seen your TGs are provisioned for your COG or specific county area depending on how the MOU was originally setup. For example, When the MRG area came on board they came on as an entire COG. Their talkgroups such as Uvalde So are provisioned for their region. So even if they were to have other vhf sites like the WR area of GATTRRS their radios would affiliate but since TGs are not Provisioned for that region, they will get a PTT deny. If you come on as a single county, then more likely your TGs would only be provisioned for your counties and possibly surrounding counties sites. There are Teir 1 TGs for Interop that are provisioned across the entire system.
Since WilCo borders Travis then it is highly likely that APD talkgroups are provisioned within that region for interop purposes are extra coverage in the event there's a pursuit, MCI or other large indident.

What are the daily or weekly tests that i'm hearing on the GC channels, they do a roll-call and ask for Austin to chime in, isn't that the CC at CTECC ?
