When a site such as the Georgia Emergency Wireless Interoperable Network (GEWIN) is stated as being "statewide", doesn't that mean that you should receive any of that information in any area of the state, if that ID is active in another area, or am I misunderstanding this? Thanks

Yes that is correct. However, you won't be able to hear the system until it's supporting infrastructure is built-out across the state or area that you live in. Conversely, other trunking radio systems can be patched into GEWIN via VOIP. Nonetheless, since the intent of the system is to eventually cover the entire state, it is listed as being "Statewide."

The one big stumbling block in Georgia, is that there is no permamanet, long-term funding mechanism in place to acutally build-out the GEWIN Network. Apparently, the state has decided to let different regions build their own components that will eventually be fused together into one cohesive system. This should prove to be interesting down the road, especially with a few counties choosing systems that are not Project 25 compliant, and use proprietary formats that have to be hard-patched together.
