Purely a guess, but probably SouthernLinc (Private Network, Cannot Listen)
since they and Georgia Power are owned by the same parent - Sothern Company

Southern LINC is 100 percent LTE, and like any other LTE network, is fully encrypted end to end.

Georgia Power also has a lot of 450 MHz repeaters in northeast Georgia (and maybe elsewhere) on which they are licensed for DMR and NXDN. Not sure what for, given the prevalence of their 800 MHz LTE operations elsewhere.

Do you know if they are still actively used? I have never heard any activity on the couple I've been close enough to.

The 3 Southern Company LNG Plants in Macon, Riverdale and Cherokee use 450-464 DMR UHF. They’re connected via VOiP to another LNG plant in Chattanooga and 4 other plants up in Virginia, all owned by Southern Company of course
