Getting two different P.S. systems on Marion PD's 460.475 freq.

Need help figuring this one out, and bare with me, as I may be using the wrong terms.

Every couple of evenings I will receive a non-local public safety system on the Marion PD's 460.475 frequency, with my BCT15. This local freq. also has a PL tone of 167.9.

I've searched the RR database for both Iowa & Minnesota but find no 460.475 used anywhere close to eastern Iowa. The traffic is always with static due to the weak signal but I can hear them running license plate numbers with addresses from Charles City & Mason City, Iowa. And its different dispatchers than the Marion PD.

Being that Marion PD uses a PL tone on that freq. & that no other public safety systems anywhere close use that frequency, I'm thinking it has to be a image or something of the true frequency?

I get that too. I'm pretty sure the distance signal is going through the input on the Marion PD channel. Weak input signal, but strong output.

That freq. is Ankeny (near Des Moines, approx. 100 miles away) & Davenport (Approx. 80 miles). But their both on different PL tones. Weird

What is 460.275 linked to? Does anyone know for sure? Seems to be a un-licensed repeater of some sort.I have been working on trying to figure this out and here is what I have found.

The out of area traffic is Charles City (Floyd county). The same traffic heard on 460.275 PL192.8 will sometimes be heard on 155.610 PL192.8(Linn Co Car to Car), input 155.910 (CSQ or PL192.8?) depending on band conditions. The traffic on 155.610 is usually weaker indicating the reciever for 155.610 and 460.275 are at two different locations. Per the database here, 155.910 in Floyd county is for mobiles only, but I'm only hearing the dispatcher. Does this make sense?

When Linn Co units use the Car to Car (155.610). It is also heard loud and clear on 460.275 PL192.8.

That is all the 460.275 repeater is linked to, is LinnCo car-to-car. Why they have it, I don't know. It's not like they don't already have enough mutual aid frequencies (Area 11, anyone?).
