Gift help needed

Hello,

I am looking to purchase a scanner as a gift but am lost when it comes to these things. I know he would like to listen to all of the police, fire, emergency stuff. We are located in Lees Summit Missouri and I am not sure what type of scanner would be needed for this area. I know he would like the hand held portable type. I understand that there are different kinds such as trunking. I am not sure if I would need trunking in my area or not. If not am I correct in saying that a cheaper model would be ok?
Would any of the hand held models from this page work in my area?

If you are in Lees Summit, Jackson County.
Then you would need a "trunktracking"scanner.
There are 2 different trunking systems in your area,
Kansas City and Independence(digital system).
From the web page you where looking at either the
BCD396T or BCD396XT would be a good choice.
If "he" isn't interested in listening to the Independence
system, the BC346XT would be fine.
Perhaps someone, from your area can better guide you.

The 346XT is a fine scanner, but you should be aware that its lack of digital capability will preclude listening to the state system shown here which appears to include quite a bit of the Independence activity:

Missouri, State of / St Louis / St Charles/ Independence (P25) Trunking System, Statewide, Missouri - Scanner Frequencies
