Does anyone know if the Public Safety frequencies listed in the data base are still used in Gladwin County? I would assume that PD has migrated over to MPSCS but maybe fire is patched to VHF?

Yes they are all still analog and only county in the state that doesn't have an MPSCS tower.
I routinely tune them in here and are still analog. Now recently the following are not sure's and hard to check on since these aren't used much and aren't the strongest in watts to get from my location off my ~20 foot up diamond discone-
Wildwood Fire, just that the license is expired.
License recently shows 7K emissions - DMR
155.115 Butman Fire
154.055 Butman FD Ground
MSP patch, but without a tower, have to use surrounding county MPSCS towers.
