Glance over my sholder (Is my setup right?)

Ok, so, someone set up a MotoTrbo trunking system on my frequency (151.895Mhz in the 46052 zipcode) and has been monopolizing on our licensed frequency with no regard to those of use who have been using this frequency for years. I want to keep a log of that station's duty cycle to prove that they are monopolizing on our shared frequency. So, here is my idea:

After reading the forums and wiki, I am thinking of getting a Uniden scanner to hook up to my computer. Now here is where things get a little blurry in my mind. One thought I had was to get a software decoder but my purpose isn't really to listen in, but rather to prove that the BRRRRRRRRRRRRRRR that broadcasts during business hours makes it impossible for other businesses to use the channel. So, my second thought was to use audacity to just record the sound while it is broadcasting. But! I would like to have date and time stamps of the stations duty cycle. So, would something like a Uniden scanner and BcTool work for my purposes?
