GMRS Repeater on 462.6500 Hagerstown area

I've noticed a GMRS repeater on 462.6500 (may have been there awhile as I haven't paid much attention to GMRS freqs in the past). Locations mentioned are in the Hagerstown area and several times when comms get scratchy I've heard then mention "switching to Fairview" which I've taken to mean another repeater located on Fairview Mountain. Morse ID WPTX45 is transmitted. Any ideas on who is using it and where it is located?

I believe this repeater is located around the Antietam area. The other repeaters listed on mygmrs.com for WPTX485 are the Fairview 700 located in Clear Spring as well as the Cascade 675 repeater located in Hagerstown on Mt. Quirack. All of these repeaters are listed as "Permission Required" so I'm not sure just how much they are willing to share comms. Lately there has been plenty of traffic on the Fairview 700 by several people but it doesn't sound like GMRS users. I travel this area everyday for work and am able to hear all three of these repeaters pretty well. Hope this helps fill in the gaps.
