Golden Gate Canyon Parks "low band" radio testing today

This morning on Golden Gate Park Ops (DTR 2366), they announced they will be testing "low band" radios today. Anyone know:
(1) whether they are using repeaters, half-duplex base stations, or simplex;
(2) are they actually using radios for voice traffic on 29.7 - 49.99 MHz?

They may be referring to their VHF high band channels. I've heard confusion like this before.

That's low band compared to the 800 band they'd normally use. :) Semantics.

When concerned about propagation, more Hertz ain't usually your friend. Interesting to see how many 'non-flatlander' agencies retain their VHF gear once they realize that they're going to be in a ditch with 700~800MHz units.
