Good New Scanner for RI (South County)

hi everyone,
I'm very new to the hobby and was basically prompted to look into this because my wife had surgery on her ankle a week ago -- has been in bed, bored silly, and I thought getting into scanning would help pass the time for both of us here at home! Basically we just would want to listen to anything "fun" and local we could pick up from the fire/police/etc. and anything else in the neighborhood. I'm in South County and while I would not want to break the bank, I also wouldn't mind investing in a quality piece of equipment that wouldn't be obsolete.

As a sidenote, I picked up a handheld MARINE radio from Midland hoping to hear the local VHF frequencies -- despite being on the water and less than a mile away from boating traffic the reception on it sucked, but I guess I shouldn't be surprised for $45. Do any of the scanners do well with marine traffic at all?

I would reccomend you pick up a Uniden :

396xt if you want a portable
996xt if you want a mobile/base

Also, you may want to try and register with the Scan New England website.
There doesn't seem to be a whole lot of activity on Radio Reference for Rhode Island for some reason.

Can you put up an outside antenna on your house?
It would greatly improve reception if you could.
