What a good scanner I can buy under say, $400 either handheld or base that would get pretty much everything in the Coachella Valley? I understand PD's are encrypted but all other traffic. Home Patrol 1 or 2 maybe? Thanks.

Since local law enforcement is encrypted, save money and get something cheaper. I suggest a handheld; take it with you anywhere. A BC125 would be excellent. Great for civilian and military air. Will cover fire in the valley. You could monitor BLM, Fish and Game, and maybe the National Parks! A BC125 can be bought for less then $100.

Would I need a P25 phase 2 scanner to get NDXN?

For your area in your price range...
Mobile/Desktop... look at Uniden 996P2 since it will do DMR/NXDN.

Handhelds... different models available for DMR/NXDN... Uniden 325P2 , etc...
