People can complain about lack of interoperability but I thing Colorado has pretty good radio systems. They may not be perfect and standardized but take a look at this report from the LA metro area on the while Dorner cop ambush 10-day incident. It could be much worse.

I actually pulled the archives for the Riverside PD feed for this specific incident a few days after it happened. It remains one of the very few and rare times I have hear any California agency use "11-99" over the air. Colorado may not be perfect, but the systems have been setup to allow for a great deal of interoperability. The biggest thing that's probably holding Colorado from being perfect is training and mentality, which is sometimes hit and miss.
