Just got here recently Avid scanner usually All on the East Coast I come here to Goodyear area I am lost with usable frequencies simulcasting encryption etc. can anybody put me in the right direction in order to hear any of Goodyear services thank you in advance

Goodyear FD is dispatched by the Phoenix Regional Dispatch Center. Fire calls are usually on “A” Deck on the VHF system and EMS calls are usually on “K” Deck on the RWC System.

Goodyear PD is fully encrypted, as is Buckeye PD, the next city to the West. You cannot monitor either of them, unfortunately. To the East, Avondale and Tolleson PD dispatch can be monitored. They are on Simulcast G of the Regional Wireless Cooperative (RWC) trunked system.

For the FD, most of the departments in the Central and West Valley are part of the Phoenix FD Regional Dispatch Center. They have two main sets of channels. The conventional VHF-High "A-deck" is used for fire and HazMat calls.

A-1 154.1900 Regionwide dispatch
A-9 155.6700 Southwest fireground (primary fireground channel for Goodyear and surrounding departments)

For EMS and any other calls, you want to listen to Simulcast G of the Regional Wireless Cooperative (RWC) trunked system. K-1 is dispatch, and carries the same transmissions as A-1. K-9 is the primary assigned talkgroup for the Southwest area departments. K-10 through K-13 are for mountain rescues and major medical calls, such as multiple patient motor vehicle accidents (962 is the radio brevity code for an injury accident).

They also have "L-deck". Officially an interoperability deck, it is used by the PFDRDC for large special events on occasion.

The RWC page is here. Again, you want Simulcast G for the West Valley.


The RWC is a P25 Phase I system currently. There are a few Phase II talkgroups in use at Sky Harbor airport, and it is anticipated that the whole system will go Phase II eventually, although it's not publicly known when that will be. But right now, it's mostly Phase I.

The simulcast sites of the RWC such as Simulcast G which covers the West Valley can be difficult to receive, due to the nature of how they work. Some people have had luck with the Uniden 436HP/536HP/325P2/996P2/HomePatrol scanners, and some of the GRE/Whistler scanners. However, most, like me, have found that only the SDS-100/200 scanners work properly. Others use the Unication G4/5 pagers.

Since every department in the PFDRDC is dispatched on the same channel, you'll have to develop an ear for the apparatus numbers you're most interested in.

Goodyear FD apparatus are numbered in the 181-189 range.

To the east, Avondale is in the 171-179 range, and Tolleson is in the 161-169 range. To the west, Buckeye is in the 701-749 range (they only have 6 stations at this time), and Buckeye Valley is in the 321-329 range.

Thank you for all the info, will there be enough to monitor on the sds100 considering the high price. So I’m gathering there’s no tone alerts for a specific fire houses or engines at 185 It sounds like they all come through the channel

Correct. I think Sky Harbor has a specific tone out to alert their radio room, and maybe a handful of others (Daisy Mtn in New River/Anthem/Black Canyon City comes to mind) have specific tones, before the main tone, (and drowning calls have a warble tone to get everyone's attention) but for most departments, you simply have to develop an ear for them.

There is a lot to listen to, even if Goodyear and Buckeye PD's are encrypted.

As I said, Avondale and Tolleson PD to your East have their dispatch channel in the clear. Maricopa County Sheriff's Office has their dispatch channels in the clear. (District 2 covers the Southwest part of the county, including unincorporated areas around Goodyear, et al). To your North, Glendale PD, Peoria PD, El Mirage PD, and Surprise PD have their dispatch channels in the clear. As does the Tohono O'Odham PD at the Desert Diamond Casino at 91st and Northern Aves. (All on Simulcast G of the RWC.) Phoenix PD's Maryvale/Estrella 800 precinct is a little further to your East, and they can be heard on Simulcast G. (As can the Cactus Park 900 precinct in northwest Phoenix, and the Black Mtn 200 precinct in North Phoenix, generally North of the 101 freeway).

The interoperability talkgroups in the G-deck and Ocean deck are in the clear, and can have some interesting listening at times, even if the incidents aren't in the Goodyear area.

The Arizona DPS (highway patrol) is monitorable The UHF channels are in the clear. Some of the CID talkgroups on the AZWINS trunked system are encrypted, but the patrol talkgroups, patched from the UHF channels, are in the clear. Goodyear is in Metro West, which includes I-10 from the 101 freeway West to the La Paz County line, AZ 85 from I-10 down to Gila Bend, the 101 Agua Fria freeway from I-10 to I-17, the 303 freeway from I-10 to I-17, Grand Ave/US 60 from Phoenix to past Wickenburg, Carefree Highway/AZ 74 between US 60 and I-17, and I-17 North from the 101 to Carefree Highway.

ADOT, including ADOT Enforcement officers, are in the clear, also on the AZWINS trunked system.

When there's an incident on any of the freeways, ADOT's Incident Response Unit, or IRU, frequently gives better information on restrictions and closures over the radio than DPS does. TG 1103 is the main talkgroup for the IRU on the AZWINS. They are also routinely active, responding to disabled vehicles and debris in the roadway calls. (DPS has civilian "Service" units that also respond to disabled vehicle calls on DPS channels/TG's.)

ADOT Enforcement officers are mostly located at the ports of entry from California and New Mexico, as well as from Old Mexico, and that's where you'll hear them the most. They do perform enforcement actions within the state, however. TG 1109 is their main TG.

Luke AFB to your North has its own 380 MHz P25 Phase I trunked system. Most of their system is in the clear. The security talkgroups have partial encryption. Generally, the mobiles/portables are encrypted, but the dispatcher is in the clear.

So yes, there is still plenty to listen to, even if Goodyear PD is encrypted.
