I found this, I don't know what CSQ means. TG 7901 is Clinton County. I noticed in arc500 there is 8115, 8116, and 8117 in the picture below it shows 8116 local car to car and the 7901 TG for Clinton County is in there.
Try this file, it has the Star Com 21 in scan list 2 and conventional (Baden) freqs in scan list 3 if you are close enough you should still hear some of the Baden conventional freqs.
