An official in Charleston contacted State EMS1 and asked how copy. Dr replied very well. Next a voice came on and identified himself as Governor Manchin. Both exchanged compliments of the other. The Dr in martinsburg ID'd himself as State EMS 1. They talked for several minutes, then signed off.
