GRE 800 Problems with Howard County, MD?

I'm having great difficulty downloading Howard County Fire Rescue into the new digital scanner. Followed all the steps correctly, shows some channels are downloading. and then it shows that Scanlist is empty. Any idea what might be up? Thanks.

What steps did you take to load the VFolder? Have you successfully loaded other systems the same way?

What is a V Folder? I have no idea what you are talking about

I followed the directions to search the library and that's how I added scanlists for the other area counties.
