I'm new to the scanning hobby, working on getting a tech license,
and soon buying my 1st scanner. So, I've narrowed the choices
to the new GRE PRS-700 or the older Yaesu VR-500 radio.

My main scanning interest is commercial and military air band
frequencies. I'm a long time world band radio listener and I would
like a radio that offers the maximum listening opportunities across
many bands.

Which of the above mentioned radios would I be happier with given
my interest, experience, and current newby status?

Two radios would work better for you than one of these.

get a scanner and a general coverage receiver.

For scanning alone the GRE will be fine.
I don't believe that it offers shortwave broadcast listening.
There are LOTS of good "world band" radios out there. so get yourself the GRE and poke around for a good World band radio.

Unless you are planning on using the portable to listen to HF air comms, the 700 should do very well for you.

What radio would I need to access HF air comms?

Certainly not the 500. Small radios do not lend themselves for listening to USB/LSB comms. Not selective enough in their front ends. They tend to get overloaded quite quickly when using external antennas. A good base receiver for HF would work the best. I used to use my HF gear for more than just ham stuff.
