How long does it hold the data in its memory after batteries are removed and the AC adapter is unplugged?
My BC256T only has 15mins before it looses it all.

From Appendix D - General Specifications in my PSR-500 Owner's Manual (and likely yours):

Memory backup — No backup battery required, utilizes non-volatile EEPROM memory

The BC246T should keep all settings for years with no power applied. Maybe he meant a different, very old model.

Your BC246T looses all its memory in 15 minutes??

Yes, the BC246 Trunktracker III looses its data when AC and batteries are removed. I found that
out the hard way. I had to recharge the NimH batteries in an external charger, and I couldn't find
the AC adapter right away. When I plugged in the AC about 15 - 20 mins later the scanner was blank.
When I got back home I reloded the data from ARC246 and I was back in business.
I have not tried to reproduce this, but I will. I want to know if the memory is faulty.
The scanner works fine otherwise.

The memory in the BC346T is non-volatile. Your programming should last 5-10 years (or longer) with no batteries installed and AC power disconnected.
