Moving to Austin area. Which counties/departments are are capable of being monitored? Not encrypted? I know Austin PD is mostly unencrypted. What about Blanco, Gillespie, Hays and Comal counties?

Blanco is on GATRRS, the same system that Austin/Travis County use. Not labeled as encrypted.

See this thread on Comal. Apparently, changes are coming.
New Braunfels is on the LCRA system, with PD encrypted.

Gillespie uses the LCRA system, not currently labeled as encrypted.

Hays County uses both the LCRA P25 system (already linked above), plus the LCRA Open Sky system, which cannot be monitored. Notes indicate that they mostly use the Open Sky system, but some talkgroups are patched to the P25 system. Some of the Hays TGIDs on the P25 system are using P25 Phase II.

To expand on what heigtx said above,

Blanco - SO and local PDs are on GATRRS and are clear, fire and EMS can be found on both conventional VHF and GATRRS also clear

Comal - SO and county fire/EMS are all conventional VHF, mostly P25 and clear. NBPD fully ENC, NBFD/EMS/Hospital reports all clear on LCRA.

Hays - Appears to mostly have left OpenSky for LCRA and lots of TDMA use. Most traffic is clear for county LE and Fire/EMS all on LCRA, but SMPD is fully ENC. I don’t recall having picked up any significant conventional activity for any public safety there in quite some time.

Gillespie - LE is on LCRA and can be heard on practically every site within 50 miles of Fredericksburg. Fire and EMS have talkgroups but primary dispatching is done on VHF still. I’ve heard them patched and not patched so program both just in case.

Some extras also:

Bastrop - GATRRS clear for all operations, but you can still hear dispatching and channel assignments on their VHF system.

Williamson - I am least familiar with their system, but I can recall that most fire and EMS can be heard but you’d be lucky to hear any LEOs as they are big encryption lovers there.
