But this scanner used and would like to return it to factory default condition and reprogram it for my area. Read the manual and it seems a bit over my head. If anyone has an easy sollution that is not above my slow brain it would be greatly appreciated.

Press 0, 1 sequentially when you see the "Welcome" screen when turning on the scanner (Page 93 in Manual). This will clear the working memory and reset all Global settings to factory defaults. It does not affect V-Scanners.
