Scanning around and came across 168.310.Im sure its the city of Griffin Police Dept.
Its analog and I believe it is car to car simplex.

Could be GPD but very unlikely. It's more likely to be a Federal agency using that frequency as a car-car channel. Not sure which agency uses that frequency but you should be able to check on the WIKI under Federal Agencies and find it somewhere.
