What type of connectors do I need to connect LMR-400 Coaxial to a grounding block. Pardon my ignorance, I am new to this but am good at following clear instructions and assembling things.

Depends on your frequency range. If its only for HF you could get away with an SO-239 type lightning arrestor/ground block but if its higher than HF it will probably be N type.

I have the D130NJ Diamond Super Discone Antenna. I need something for the full range of the antenna. Please state type of connector and ground block needed.

I would use a good quality lightning protector as the grounding block and N type connectors in your case. I usually buy new old stock units like this off eBay to save some $$ but make sure they are new in box and not used and possibly hit by lightning already.
