BCD325P2/BCD996P2: Group key issue

I have set up 2 conventional systems with 9 groups in each, using Proscan.
The system quick keys are 1 & 2
The group quick keys are 1 - 9
If I turn off all the group keys in either system, I then can't turn any of them back on.
As long as I leave 1 group key active in either system, no problem.
I have tried to find a solution in the manual.
I have watched several YouTube videos on quick key usage, but no one seems to have this issue.

Turning the radio off & back on doesn't help.
I have to re-install the program to fix it.
What am I doing wrong?

if you lock out all the group keys in a system you have taken that system out of it being scanned and disabled.

Press the Function knob, then...
turn it to the correct System, then...
Press the Group Quick Key you want back on

You then have control over the system/groups like normal.

If you have space, you can create a Group and put a known dead frequency into it. Then leave that GQK on.
