GRTC Pulse Bus in NoVA?

I am picking up the GRTC Pulse Bus CAP+ system (that the database says is located in Richmond) on 461.025 in northern Fairfax. From listening it is definitely the Pulse Bus on the frequency, so am curious if the power has been turned way up on the TRS to make it heard up north, or if there is now a repeater somewhere in NoVA, for some reason?
