This article doesn't even mention the fact that the Georgia Department of Public Safety (GSP, MCCD, ECT..) still use a VHF unsecured system. They have been talking about changing from their non-repeater VHF system to something a little more modern for years and years now. If only more people knew how bad the current state system is I am sure something would have been done a long time ago.
