They aren't currently linked as far as I know, and I've heard something along the same lines in another news post a few months ago, it was being finalized or something ...that article sounds to me like its recent...anyone else heard anything?

Negative. Currently Nova Scotia has an excellent, albeit 10 year Motorola TRS covering the entire province, PEI has an older Motorola type-I system, and New Brunswick has an ancient VHF repeater system.
This announcement is for a new TRS (expected to be P25) to cover the three maritime provinces.
